There is a number of threats which fall in A2/AD (Anti Access / Area Denial) category, and Chinese balistic missile is not the only one. One can find many articles about it by searching for "A2/AD". Countermeasures do exist. although Navy officials are reluctant to go into details for obvious reasons. One of the less known and indirect countermeasures is latest carrier borne refueling drone. It extends the range of Navy jets, allowing carriers to stay away from critical area.

I think this falls under the old military axiom that holds true for both an infantryman and an aircraft carrier.. If you can find it, you can kill it. So, I'd agree, it's probably not an "if" but when. If this type of weapons causes the carriers to stand off further, it's already a victory in that it will take the carrier aircraft longer to get to their targets thus reducing the number of possible sorties.. and probably a number of other issues I have no clue about..

Finding a carrier group is one thing, identifying the carrier might be another problem. It is usually the largest ship. However, the projectile is using Synthetic Aperture Radar to pick the target against ground (sea) clutter. However, SAR is vulnerable to countermeasures, which exist for a long time. The projectile does not have much time to pick a target. It is gliding at high altitude, bleeding speed quickly. The effectiveness of SAR depends on relative speed. My guess is that more than one missile is supposed to be launched at once. Refueling drone is "nastier" solution than it sounds, because it allows first wave of stealth aircraft to be launched from safe distance. DF-21 family of weapons depends a lot on infrastructure, it is not some old SCUD missile which you can just lob at the target. First strike might cripple parts of that infrastructure, so missiles could not be used even if they remained intact. The weapon might be obsolete before enters service, by new generation of hypersonic missiles.
