Having visited both countries, I believe these two are the most similar of all Asian countries. The lack of crime in both these countries is remarkable. The police carry nightsticks and radios. I would say S. Korea is more westernized and also weaker. Japan has a more cooperation based society, individualism is frowned upon. I would not want to go up against the Japanese in their own country.
