If it were Rudy Guilliani making the announcement I might be worried, but I'm willing to stake all in the SP futures market that Obama's "SS", is something like the Salvation Army/Boy and Girl Scouts/Red Cross all rolled into one and will be tasked with defeating such "domestic enemies" as floods, wildfires and illiteracy in public schools.  Kinda like when LBJ declared a "war on poverty".

And when the details are determined and it turns out to be completely voluntary in participation with no ramifications for any who choose not to participate, and involves no federal funding whatsoever, that would likely be a swell program--just as are the Salvation Army, the BSA/GSA, and the Red Cross.  As soon as that is true except that it includes federal funding, then it's risking becoming just another government welfare/works program, but maybe still could be not the worst thing the federal government has ever done.  But as soon as there are any hints of repercussions for non-participation--let alone any compusary participation--it is blatant unAmerican fascism and therefore wrong and may well be outright unconstitutional.

any "repercussions" would more likely be described as "tax breaks" or some such thing for those members, rather than as "repercussions" for non-members, not that that is any less wrong.

I don't believe anything like that will happen though.

What could happen is that it will be proposed and then tied up in committee. It might even be that it will be proposed, knowing that it will be tied up in committee just to make a point. I have sometimes wondered if that was what the flag-burning amendment was about.
