When the IDF talks about the inevitable war thats coming with Hizbollah, this very factor is often sighted. No terrorist organisation has the facilities for disposing of legacy weapons, or the finances for such a costly undertaking. the majority of Hizbollah arsenal of some 100,000 rockets are over 10 years old now, and are either nearing or well and truly past their shelf life (seeing as they're not only soviet designs, but homemade versions of them) The coming war is not just a case of use it or lose it, if they dont start firing them at Israel soon, those rockets are liable to start detonating in peoples houses, and public buildings where they are stored, talk about bad press/PR at the worst time. This does go both ways, during the 2006 war, IDF units got authorisation to be profligate with older Spike missiles that were in the arsenal, they were at the end of their shelf lives, so, again, use it or lose it.
