To destroy infastructure figure 2 or 3 per target (100-200 targets) because nukes will have a failure rate of about 30-50% all things considered. I would think 400-500 would waste the Red Chinese. I would not want to be downwind because of the smell of Chinese cooking and some minor radiation problems.
