I've believed for some time that this is a great opportunity for the private sector, to engineer missions that are basically automated orbital 'streetsweepers' with large deployed 'sails' that would either catch (or slow below orbital velocity) orbital debris - it's something no government really wants to do, but one could reasonably market it as something every space agency could contribute to.  Sort of a 'cleaning the commons' thing.
It's not glamorous, but it would also be a useful leg up in orbital operations experience as well.

Nonsense. At those collision velocities the orbit-sweeper would be quickly riddled with holes or would be destroyed.

The sweeper does not get rid of the objects by catching them, the point is to force them into the atmosphere where they burn up. The orbit sweeper will be riddled with holes, but each one will mark an objected that has been slowed and is now in a lower orbit. Then repeat the sweeping process until they drop too low and burn.
