Better the devil you know than the scum you don't. France dabbled in Libya, armed the wrong people, and earned Mali as a reward.. There is nothing  learned in Paris these days? Are the French to become like the Americans?

Such "inerting technology has been around for a while in the internet space. High security websites quite often offload the SSL/TLS process and the attendant encryption keys to separate devices, partly for performance reasons but mostly to protect the encryption keys, even if a server is compromised. Here's one vendor:-
 
 
The relevant US standard is FIPS140. Level 3 machines are designed to wipe the keys if physically tampered with, for example. Having the missile software encrypted on flash, and protected in this way would be very hard to jailbreak

Arabia plans to supply the Syrian opposition with shoulder-launched

The problem with any of these disabling hardware technologies is that they have to be integrated into the guidance system to the point that they cannot be physically removed or disabled by someone with a drill and a soldering iron.  In effect you have to develop, test, and field an entirely new guidance module.

The same goes for the software approach, where they can either hire someone to hack a downloaded copy of the code, or to steal a copy of the old code and upload it into the missiles.
