A Chinese Y-12 patrol plane buzzed a US intelligence gathering ship that was within the 200 mile "economic zone" that China claims. The US only recognizes the 12 miles "territorial waters" zone and considers anything beyond that to be the open seas. The Chinese claim that the USNS Bowditch collided with a Chinese fishing ship, a claim the US denies.
