Spain, France and Italy agreed, on July 5th, to form joint naval patrols in the Mediterranean to reduce the number of terrorists, illegal migrants and drugs that move across from North Africa. All three countries have increased their naval patrols since September 11, 2001. And this has caused the fee, illegal migrants pay to smugglers, to rise from $1,500 per person last year, to $2,500 this year. Spain and Italy are particularly hard hit by the thousands of illegal migrants, some of the criminals, and a few of them terrorists, who enter each year. Some of these illegals have later been arrested for terrorism, or drug smuggling. Poverty, unemployment and poor government in North Africa are driving the migration, as well as the criminal and terrorist activity.
