NASA is asking Congress for another $35 million that will be used to buy Russian equipment needed to allow the US backup Interim Control Module to dock with the International Space Station. Congress will probably pay the money (as the alternative is to leave the future of the ISS up to the Russians) but is likely to be furious. Congress paid $60 million to bail out the Russian control module in 1998, but the Russians "borrowed" the money to keep Mir flying, delaying the International Space Station. NASA is also furious that Energia demanded that the US pay $65 million for one Soyuz resupply vehicle, and then sold a Soyuz, two Progress cargo ships, and 45 days on Mir to a private company for $20 million. --Stephen V Cole
