The Iraq war didn't cost as much as anticipated. Congress approved $15 billion to replace weapons and munitions, but once the fighting was over, it was discovered that less than two billion dollars worth of missiles, smart bombs and other munitions were lost, and only a few armored vehicles, aircraft and helicopters. So most of that $15 billion is being allocated to the expense of occupying Iraq, and Congress might even take $4-5 billion back for domestic programs in the United States.
