India is hoping to get a major windfall from the War on Terror. It offered bases to the US (which declined the offer) and to Japan (which used them to refuel planes carrying humanitarian aid supplies). The US dropped its 1998 sanctions (imposed after the nuclear tests) against India, allowing India to get US-made spare parts for key aircraft (such as its Sea King helicopters). India hopes to interest US companies in its Light Combat Aircraft program and Advanced Light Helicopter program.--Stephen V Cole
