The General Accounting Office complained that the Army has diverted $1 billion from tank training to base maintenance over the last four years. The GAO says that obviously the Army didn't really need the training money and should have more accurately estimated its tank training costs. The Army says it really did need the money for training but had to spend it on critical maintenance problems in order to avoid spending more later.--Stephen V Cole
