Britain's National Audit Office reports that 16 of the top 25 defense procurement projects are over budget; the total for all 25 (including the 9 that are under budget) is $4.6 billion. About half of the total is due to cost increases on Eurofighter. The NAO also reported that on average, each of the 25 projects is 43 months late entering service.--Stephen V Cole
