To save money, the South African Navy plans to transfer many of the administrative functions from the Durban naval base to the general support base in Natal (which administers many Army and Air Force units) and some of the shipyard functions to the other main naval base at Simon's Town. This would reduce the sprawling Durban naval base (which is on the nearby Salisbury Island) to a mere naval station. --Stephen V Cole
