Defense Secretary Rumsfeld has warned Congress that it must resume base closures and improve the facilities replacement budget from the current 192 years to 67 years or the military will be spending $9 billion per year that it doesn't need to spend. Democratic Congressmen have acknowledged that the Pentagon needs billions for "a full defense recovery" but say that President Bush will have to repeal part of his $1.3 trillion tax cut to fund it.--Stephen V Cole
