India has formed a new Defense Intelligence Agency to monitor the situation on the borders with Pakistan and China. The Research and Analysis Wing is said to be woefully inept on military matters, often ignoring critical information because it does not understand it. RAW makes it a point not to use military-trained personnel, and the liaison officers assigned to RAW by the military are kept out of the loop less they learn too much about RAW's secret "sources and methods." The new DIA is part of an overall military reorganization that created a new Integrated Defense Staff. The DIA will work directly for the IDS and not for any of the military branches. It will gain control over two of the premier Indian intelligence agencies, the Signals Intelligence Directorate and the Defense Image Processing and Analysis Center.--Stephen V Cole
