Because the US won't share the critical technologies that make the JSTARS radar plane work, NATO is planning to develop its own. (JSTARS uses a side-looking radar to track the movement of ground vehicles by using a powerful computer to compile individual signals.) NATO has asked EADS, Thales, Raytheon, and Northrop Grumman to come up with a new radar plane that will do the JSTARS job without using these key US technological secrets.--Stephen V Cole
