The Bush Administration's security team is rethinking the US strategic doctrine. They want to retain the Cold War deterrence policy while expanding it to include a broad range of non-nuclear aggression scenarios. Defense Secretary Rumsfeld speaks of "strategic psychology", by which he means understanding aggressors before the commit aggression. While no details have surfaced, it does appear that this includes a greatly expanded role for Human Intelligence, i.e., sending intelligence officers into danger areas to recruit agents who can report on developments and (the all important) intentions of possible aggressors.--Stephen V Cole
