A new report by the Western European Union has called for the EU to create its first small intelligence unit including one officer from each of the 28 member nations. The Kosovo War showed the EU that its capacity to gather, process, and disseminate military intelligence is severely lacking and should be addressed by the formation of EU intel units as soon as possible. The EU is to take over the WEU satellite monitoring station in Spain by 2001. This station uses commercial satellites and the French Helios to study areas of interest.--Stephen V Cole
