Congressional efforts to design a post-Cold War program for exports of military-sensitive technologies have apparently collapsed. Charges that Lockheed Martin violated the existing export controls and sent booster technology to China may have been the final nail in the coffin. An outright ban on such exports is, however, unlikely.--Stephen V Cole
