The US has asked for NATO to share the financial burden of the Radar Technology Insertion Program, an effort to upgrade the E-8 JSTARS ground-surveillance radar planes. This is a sensitive matter. The US wants to avoid transferring too much technology, and the NATO partners want all they can get. Even more complications exist. The technology would be used in NATAR (NATO Transatlantic Advanced Radar) which the US wants to see the NATO nations build, but some (France, Germany, Italy, and the Netherlands) want to build their own SOTAR (Stand Off Target Acquisition Radar) and don't want to fund their US competitors.--Stephen V Cole
