Just before the 11 September terrorist attacks, the US revealed that it has been studying ways that biological weapons would be made as a defense measure against terrorist attacks. This violates the spirit if not the letter of the Biological Weapons Convention, which allows defensive research but not research into methods of production. The US says that its studies into how terrorists might produce a bioweapon and what technology they would need is purely defensive.--Stephen V Cole
