While the Lord's Resistance Army appears to be on it's last legs, there are still 1.8 million internal refugees in northern Uganda. The economic and social problems caused by the LRA rebellion (and a similar one started by LRA leader Kony's aunt in the 1980s), are in addition to the long time poverty of northern Uganda, especially compared to the more prosperous southern part of the country. In the end, part of the problem is tribal.
