So far, only about 1,100 African Union peacekeepers have arrived in Darfur, and they are too few to have much effect on the continued attacks being made on non-Arab civilians. The peacekeeping force should reach full strength of 3,300 in another six weeks. The peacekeepers who are in Darfur believe that some of the continuing attacks on civilians are by pro-government militia acting as bandits, and ignoring government orders to stop the attacks.
