The government has asked the Norwegians to make sure that the rebels have not resumed arms shipments from India. While the navy has orders to fire on any boats that do not stop for inspection, not all boats can be inspected. And boats have been seen unloading what might be arms on beaches in rebel territory.

Expecting peace, the government is cutting the defense budget slightly this year.
