The provisional Somali government to has selected its key officials, and sworn in cabinet officers. However, all this was done in Kenya, and Kenya has publicly urged the Somali government to get out of Kenya and set up shop in Somalia. The new Somali government has not done so because not all the warlords agree with the establishment of this new government. The new government has not been able to interest the UN or African Union in supplying peacekeepers to protect the new government. Battling warlords chased peacekeepers out of Somalia ten years ago, and there is no interest in the international community to return. While the UN, and foreign aid groups,  would like to see a stable government established, they believe the Somalis have to do it. So far, the Somalis have only been able to establish a stable government by doing it in neighboring Kenya.
