Plateau State, in central Nigeria, has been pacified as additional troops and police have forced tribal militias to back off or disperse. But there are still 60,000 refugees from the weeks of unrest who have yet to return to their homes. This will cause problems, because bands of armed tribal militiamen are still wandering around, looting abandoned homes and attacking any civilians they find.
