 Two Israeli officers were arrested on charges of taking bribes from Palestinians for ID cards that would get them into Israel. Several other Palestinians were arrested and their homes raided. There, blank Israeli ID cards were found, that were alleged to have been bought from Israeli officers in charge of civil administration in occupied Palestinian areas. Such corruption is not common, but has happened before. The terrorists will exploit opportunities like this, which tends to discourage Israeli troops who are tempted to take bribes.
