The basic problem is that the terrorists mix with civilians for protection. The terrorists know that if they are attacked and civilians killed, political and diplomatic pressure will be placed on Israel to stop the attacks, thus allowing the terrorists more freedom of action. The Israelis prefer to arrest the terrorists, but identifying terrorist leaders, and keeping track of their movements in Palestinian territory is difficult. The terrorists kill any suspected informers to discourage providing information to the Israelis. Thus the Israelis don't get many target opportunities, and using the helicopter launched guided missiles has been successful, but it does involve civilian casualties. The terrorists are making the most of the civilian deaths from missile attacks to get these attacks stopped.
