Iraq has been caught getting kick backs from buyers of its oil. The proceeds from these sales are supervised by the UN and are supposed to be used for humanitarian purchases only. But the government has managed to set up deals where oil buyers get the oil cheaper as long as some money is diverted to Iraqi officials. These funds then go to buy luxury items for the Iraqi leadership and new weapons.
