Iraq continues to fire on US and British warplanes enforcing the no fly zones. Iraqi guns and missile launchers operate from inhabited areas, making retaliation a tricky business. Sometimes, a portable missile launcher will fire it's missile and immediately drive to a nearby village and park next to a house. US aircraft have used concrete bombs and new Israeli targeting systems to get hits without causing civilian casualties. Iraq claims civilian losses even when there are none, as long as there are bombs landing near inhabited areas. Iraq adds a few props to such sites before calling in the camera crews.
