 Iran has offered to suspend development of nuclear weapons, but has not signed the deal. And may not do so, because of opposition from Islamic radicals who are determined to develop nuclear weapons, and use them to destroy Israel. So the deal is being modified to promise to suspend the manufacture of nuclear bomb material, not completely halt it.
