  The new Indian governments attempts to negotiate with several leftist (Maoist) rebel movements in northern and eastern India have broken down over land ownership. The rebel groups claim to have "liberated" thousands of square kilometers of rural and farming land and refuse to recognize the rights of the land's legal owners (either private owners or state owned land.) The negotiations with the leftist rebels are slowly moving back to a state of war.
