The Pakistani army continues to try and negotiate the turnover of al Qaeda members in the tribal areas along the Afghan border. This now includes the southern tribal areas, where the Baluchi tribes are dominant (in the Baluchistan area between the Indian ocean and Afghanistan.) In Baluchistan, the army has not entered in large number. Instead, government officials are trying to negotiate a deal with tribal chiefs.

In Kashmir, an increase in Islamic militant violence has left 22 dead. There are 14 Islamic militant groups operating from camps in Pakistan, and many more of the dead are from attempts to get past the beefed up Indian border defenses.
