In Kashmir, rebel violence left eleven dead. 

The Pakistani government says that two million firearms are legally registered in the country, but that they estimate there are some 18 million illegal weapons, mostly in the northwest tribal areas.

India admits the rebel activity in Kashmir has declined, but still refuses to negotiate with Pakistan until the rebel attempts to cross into Kashmir from Pakistan cease. India holds Pakistan responsible for the rebel camps in Pakistan.
