In Kashmir, ten rebels were killed, including five (of a group of 12) trying to cross over from Pakistani territory. Pakistan called on India to start negotiations to reduce the buildup of troops along the border. India continues to maintain that it is too early to consider this. The US State Department has warned Americans to avoid traveling in Pakistan because of the danger of assault or kidnapping. In Pakistan, police and troops continue to hunt for, and arrest, al Qaeda and Taliban members. Two Taliban leader were arrested in Baluchistan today.
