National and provincial government in Indian Kashmir have declared the mainly Moslem Jammu region a "disturbed area." This provides security forces with more power to go after rebels (sort of martial law, with things like arrest and search without warrant.) The immediate cause was a rebel attack in Kashmir where three rebels got off a train and opened fire with automatic weapons. Five soldiers and one rebel were killed, the other two rebels got away. The attack left 30 wounded.
