November 30, 2010:
With 20 percent of the population in refugee camps (as a result of tribal and political fighting), the government refuses to provide adequate protection from bandits and rebels. With the UN peacekeepers moving out (by the end of the year), at government request, the foreign NGOs are complaining to everyone that food and other aid cannot get to the refugee camps, especially those along the Sudanese and CAR (Central African Republic) without some armed protection.
November 24, 2010: In CAR, CPJP rebels attacked the town of Birao, near the Sudan and Chad borders. The UN complained about the violence, but with UN peacekeepers withdrawing, there's not much to be done except issue press releases and hope for the best.
