Kyrgyzstan has refused to allow NATO or the US to operate AWACS air control planes in Kyrgyzstan. This refusal was largely because of pressure from Russia and China, both of which provide economic and military support for Kyrgyzstan. NATO, with the United States, are offering Central Asian nations assistance in building, and reforming, their armed forces. But Russia and China are offering support as well, in an attempt to keep NATO and the U.S. out.
