Kyrgyzstan passed a law allowing young men to avoid conscription by paying a $500 fee. This allows the children of the wealthy to easily avoid service legally and is a very unpopular law. But it's only one of many unpopular laws that have legalized corruption and destroyed the economy. US Special Forces in the country to train local troops have noted the increasingly hostile attitudes of the population.
