  A bomb went off in a shopping district of Tajikistan's capital, killing a parliamentary candidate. Parliamentary elections are underway and there is fear that another round of civil war will result. The 1992-97 civil war killed some 100,000 people and caused  enormous damage to the country. At the end of the civil war, some 6,000 rebels were registered for demobilization, but only 2,000 weapons were registered. Several hundred "rebels" are still active in the country.
