Serbian president Slobodan Milosevic, in what is clearly a major policy shift, said that if Montenegrin voters decide to leave the Yugoslav federation, Serbia will let Montenegro go. Meanwhile, a Serb government spokesman pointed out that the anti-Milosevic protests in Belgrade may continue but the number of protestors is dwindling. Observers say cold weather may be an important factor.
