UNITA rebels attacked sixty kilometers from the capital Luanda, causing panic in the city. Rebel activities have also caused regular interruptions in supplying electricity and water. UNITA is now threatening hydroelectric dams a hundred kilometers from the capital. Relief convoys from Luanda to outlying areas are also attacked and looted with increasing frequency. Not all these attacks are by UNITA troops, many are the work of bandits.
