Britain and France have each placed a brigade of 7,000 troops on standby for UN peacekeeping missions, the first Security Council members to do so. In theory, more than 20 nations have provided a pool of 100,000 troops from which NATO can draw the peacekeepers it needs. --Stephen V Cole
