To solve the shortage of captains, the Army has been given authority to promote 1st Lieutenants to Captain after 38 months instead of 42. In October, the Army will promote about 2,200 lieutenants who were previous scheduled for promotion during October, November, and December. Another 167 lieutenants scheduled for promotion in January or February will be promoted in November while 348 who had been scheduled for promotion in March will be promoted in December. After that, lieutenants on the new November promotion list will get their captaincies when they complete their 38th month of service.--Stephen V Cole
