While Russia boasts of developing a new ballistic missile warhead, capable of maneuvering and avoiding missile defenses, their ICBM early warning system has all but disappeared, destroyed by a shortage of satellites and ground based radars and computers. Apparently the only sector that is still watched is China, which could launch few dozen missiles.
