The main Chechen rebel group, led by former Chechen president Aslan Maskhadov, is now willing to negotiate peace on the basis of Chechnya remaining a part of the Russia. The major stumbling block remains controlling criminal gangs and Islamic radicals, who in the past (before the Russian army returned in late 1999) operated freely in Chechnya.
