North Korea has agreed to another round of talks with South Korea, Russia, China, Japan and the U.S. over how large a bribe the north should receive in return for giving up its nuclear weapons program. The major stumbling block is not the amount of money, but the insistence that there be inspections to insure that North Korea does not cheat again. The north does not want inspections, but no one they are extorting money from trusts the north.
