Using money as a weapon, U.S. troops spend millions of dollars a day to hire Iraqis for reconstruction and security jobs. Money is also paid out for damage or injury as a result of American military operations. The U.S. army has paid out $400,000 to some 2,000 in these compensation payments. This is a local custom that even Saddam practiced from time to time.
